Dr. Fragner is a fellow of the American Academy of Orthopaedic Surgeons, with subspecialty fellowship training in Hand and Upper Extremity Surgery from the University of Pennsylvania School of Medicine. He is Chief Emeritus of the Division of Orthopaedic Surgery at White Plains Hospital, and is currently the Director of Orthopaedic Hand Surgery at White Plains Hospital Physician Associates.

Dr. Fragner has served as a Clinical Instructor in Orthopaedic Surgery and Rehabilitation at Yale University School of Medicine and as a medical consultant to the New York Rangers hockey team. Dr. Fragner and his team treat adults and children for problems/injuries involving the hand, wrist or elbow, non-surgically when possible, and surgically when necessary. Dr. Fragner has been practicing hand surgery in Westchester County for over 30 years.
